Change "HKLM\SOFTWARE\MICROSOFT\.NETFramework\Security\TrustManager\PromptingLevel\Internet" to Enabled or delete the TrustManager key.
Upgrade Error or to completely erase T2Laser.
Clear the ClickOnce cache:
Go to C:\Users\[username]\AppData\Local\Apps\2.0 and delete the sub folders but leave the 2.0 folder (change [username] to your user name).
Advanced ClickOnce maintenance (use if above isn't successful):
Run this command in an admin command box: rundll32 dfshim CleanOnlineAppCache
